Tollymore Mountain Centre was originally established in 1968 to maintain and develop the work carried out by the Central Council for Physical Recreation (CCPR) at both Ballagh Cottage and Lord Roden's Cottage.  In 1975 it was extended and management responsibility was passed to the newly established Sports Council for Northern Ireland.  In 1993, considerable redevelopment took place and the Centre was relaunched.  In 2000, Hotrock Climbing Wall was opened.

The management of the facility is the responsibilty of the Sports Council for Northern Ireland Trust.

The Centres' training programme began in the 1960s with mountaineering development, as the then governing body, the Federation of Mountaineering Clubs in Ireland, did not involve itself with formal training programmes.
Training was concentrated originally on mountaineering skills directed at personal performance. Mountain Leader Training was included after 1969 and canoeing / kayaking after 1976.
